The Inventory Cost Manager will kick off "Actual Cost Worker" Concurrent Program.
You can see any errors or warning in this concurrent requests.
Basically The Transactions not costed issues are:
1) Cost Cutoff date is past dated for that organization.
2) Cost manager is not Running
3) Tables Space issue
4) Resource Overhead cost issue.
